Primary Care Education Quality Self-Assessment

The Primary Care Education Quality Self-Assessment is a new national requirement from NHS England. It needs to be completed by practices, PCNs and Federations that:

  • host learners for whom they receive a placement tariff (e.g. medical students or student nurses) and/or
  • supervise trainees for whom they receive a training grant (e.g. trainee ACPs.)

It is required in order to:

  • maintain approved learning environment audit status
  • receive education tariff or training grant funding
  • support quality improvement of your learning environment.

The self-assessment should be completed by someone in the practice, PCN or Federation that has an oversight of education/training, such as a practice manager, Education/Placement Lead, Federation or PCN manager.

Why am I being asked to complete this?

It is an annual self-assessment that enables General Practice approved learning environments to evaluate the quality of their education against the NHSE Education Quality Framework. It covers six domains:

1) Learning Environment & Culture

2) Educational Governance & Quality

3) Developing & Supporting Learners

4) Developing & Supporting Educators

5) Delivering Programmes & Curricula

6) Developing A Sustainable Workforce.

It is needed to:

  • Maintain approval status
  • Continue receiving education tariff funding (EFA)
  • Support quality improvement of your learning environment

Do I need to complete it?

You only need to complete this if your practice/PCN is an approved learning environment with an educational audit in place. Complete the self-assessment if you:

  • Host learners (student nurses/AHPs/medical students) for whom you receive placement tariff AND/OR
  • Supervise trainees for whom you receive a training grant (e.g. trainee ACPs)

👉 If you do not do any of the above, you can ignore this request and any follow-up reminders

Is this a one-off exercise?

No – this is an annual national requirement.

Who should complete it?

Am I the right person to complete this?

It should be completed by someone with oversight of education/training, such as:

  • Practice Manager
  • Education/Placement Lead
  • Lead GP or Training Lead

I don’t know anything about education in our practice – what should I do?

Please:

  • Check internally with your practice manager or clinical lead
  • Forward the email to the appropriate colleague

Can more than one person contribute to the submission?

Yes – practices can gather input from multiple staff (e.g. educators, managers) but must submit one consolidated response for the whole practice.

Eligibility / Scope

We have students occasionally (e.g. on day placements) – does that mean we need to complete it?

Only if you are an approved learning environment (with audit/approval and set up to receive placement tariff funding).

We don’t currently have any learners – do we still need to complete it?

If you are still an approved learning environment, then yes, as the assessment reviews your ability to support learners, not just current activity. You should complete the self-assessment if you have hosted any learners in the past two years for which you have received placement tariff or training grant funding for.

We do not host students on placement, but we do currently support trainee ACPs – do we need to complete it?

Yes – if you are in receipt of education support (training grant) funding for a trainee ACP you need to complete the primary care Education Quality self-assessment. This is to maintain your status as an approved learning environment for a trainee ACP, to continue to receive funding through the Education Funding Agreement and to support quality improvement of your learning environment.

We are part of a PCN/Federation– should we complete this individually or as a group?

The return should reflect your learning environment, as detailed in your educational audit. This may be:

  • Individual practice, or
  • A shared PCN learning environment

If unsure, contact the Training Hub for clarification.

What is involved?

What exactly do I need to do?

You will need to:

  • Complete the online self-assessment form
  • Provide details of your educators: name, professional registration numbers & types of learners trained
  • Answer questions across the six framework domains
  • Ensure all sections are completed before submission

What information do I need to gather before I start?

  • List of all educators (undergraduate, postgraduate, CPD) and their professional registration numbers
  • What learners they support
  • Confirmation of educator approval
  • Overview of learning environment, governance and support processes

We don’t have a formal list of educators – what should we do?

Use your best available information, for example:

  • Staff who supervise or support students/trainees
  • Clinicians involved in teaching or mentoring

The aim is to build a clear picture of your learning environment, not perfection.

What if we’re not sure about some answers?

  • Provide your best-informed response
  • Read through this FAQ document

Will we need evidence or documents?

The process is primarily self-declared, but you may want to refer to:

  • Policies (induction, supervision, safeguarding etc.)
  • Training records
  • Previous audit information

The Education Funding Agreement (EFA)

What is the NHSE Education Funding Agreement and why does my practice need to sign it?

The EFA is a formal contract between NHSE and healthcare providers that sets the rules and quality standards for clinical training placements.

Practices cannot receive NHSE funding for placements, clinical salary support or training grants without signing this agreement.

How can I check if my practice has one?

The South Yorkshire Primary Care Workforce & Training Hub has access to a list of practices that already have a signed EFA.

Please contact us to check: pcdltd.training-hub@nhs.net

How do I request a copy of my practice’s Education Funding Agreement?

Copies can only be sent to the person who signed the original Education Funding Agreement. To request a copy, they should contact the NHSE Education Investment & Contracting Team at: england.edman.ney@nhs.net

How can I find out who signed my practice’s original Education Funding Agreement?

Contact the NHSE Education Investment & Contracting Team at: england.edman.ney@nhs.net and they will be able to provide the name of the original signatory.

The person at my practice who signed the original Education Funding Agreement has now left. How can I request a copy?

Please ask someone senior at your practice (with authority to sign contracts) to contact the NHSE Education Investment & Contracting Team at england.edman.ney@nhs.net to request a copy, or to authorise you to request a copy.

My practice needs to sign an Education Funding Agreement. How do I request one?

Email the NHSE NE&Y Education Contracting Team at england.edman.ney@nhs.net with the following information:

  • Legal Name of Organisation
  • First and Last Name of Signatory
  • Email Address of Signatory
  • Registered Address
  • Company Registration Number

You will receive an Education Funding Agreement by email (Docusign) from the Health ECommercial Family within 2-4 weeks of submitting your request.

Time and Process

How long will the self-assessment survey take to complete?

This will vary depending on your practice, but you can:

  • Save progress as you go
  • Complete it over multiple sessions

Can I save the survey and come back to it later?

Yes – progress is saved at the end of each page when you click ‘Next Page‘

Purpose and Impact

Is this linked to inspections or regulation (e.g. CQC/NMC)?

No – it does not replace existing university or professional body processes.

It is designed to complement existing quality assurance arrangements.

What happens if we don’t complete it?

For approved practices:

  • You will not have approved learning environment status
  • This will affect your ability to host learners
  • Tariff payments will no longer be able to be paid, as universities will not be able to draw down education tariff funding (EFA) funding for unapproved practices/PCNs
  • Training grant payments will no longer be able to be paid to practices/PCNs that have not completed the Education Quality self-assessment

What happens after we submit it?

  • Submissions are reviewed
  • If any gaps are identified, support will be offered

This is a supportive process, not punitive.
