Hull & East Yorkshire Combined Authority Skills Framework and Adult Skills Fund devolution stakeholder engagement

Shared on behalf of NHSE

Hull and East Riding councils have agreed a devolution deal worth over £400 million with the government. In England, devolution is the transfer of some powers and funding from national to local government. Devolution is important because it makes sure that decisions are made closer to the local people, communities and businesses they affect.  In order to deliver on the devolved skills functions the Combined Authority is required to produce a Skills Framework.  This includes the devolution of Adult Education and Community Learning budgets, now known as the Adult Skills Fund and Tailored Learning.

Stakeholders are invited to submit their feedback on the Skills Framework and approach to Adult Skills Funding on the devolved Adult Skills Fund (ASF) to help shape the future delivery and outcomes of skills development in the Hull & East Yorkshire Combined Authority for your respective area or sector via the following online feedback forms by midnight on 31st January 2025:

Apprenticeship Levy Transfer Opportunities from HNY ICB

HNY ICB has Apprenticeship Levy funding available to support health and social care organisations across Humber and North Yorkshire. We can help you bridge skill gaps, improve delivery, and empower your workforce.

Since 2017, companies with an annual wage bill of more than £3 million have been required to pay the apprenticeship levy, using the funds to recruit and train apprentices. They can also choose to transfer up to 50% of their levy to help support other companies.

“Apprenticeships are a powerful tool for cultural transformation in healthcare. They bridge skill gaps, foster innovation, and empower our workforce to deliver excellence in patient care. By investing in apprenticeships, we’re not just developing skills; we’re shaping the future of health and social care in Humber and North Yorkshire.” Jayne Adamson, Executive Director of People, NHS Humber and North Yorkshire Integrated Care Board (ICB)

“The HNY ICB’s Apprenticeship Levy transfer opportunity offers significant benefits to health and social care organisations across the region. It provides financial support for training, helping to expand the apprenticeship offer and address workforce shortages in both clinical and non-clinical roles.  This initiative aligns with our workforce transformation programme, aiming to create a more inclusive work environment and widen opportunities for people from all backgrounds.”  Tina Jenkinson, Head of Cultural Transformation: Education and Training, Humber and North Yorkshire Health and Care Partnership.

A key focus of the apprenticeship funding will be on Leading for Excellence, Leading for Prevention, Leading for Sustainability and Voice at the Heart, reflecting on HNY ICB’s own drivers. This approach aims to help organisations bridge the skills gaps,  delivery improvement, digital and data, empowering collaboratives, enabling population health, system workforce, outcomes-led resourcing and transformative public engagement.

The levy is open to all Health and Social Care organisations across Humber and North Yorkshire aligning with the NHS Long Term Workforce Plan; To expand its apprenticeship offer through addressing workforce shortages, career development both clinical and non-clinical personnel. Widen opportunities to people from all backgrounds making it a more inclusive place to work.

How to apply for a levy transfer from HNY ICB:

For Organisations that do not pay the levy can use their own finance to pay for apprenticeships with the Government providing 95% of the cost of the training, and the organisation contributing the remaining 5% by reserving funding via the Apprenticeship Service account.  This is also known as co-investment. In cases where organisations do not wish to spend 5% of their finance, they can alternative apply for a levy transfer from NHS Humber and North Yorkshire ICB via ICB Apprenticeship Levy Transfer Request Form, which will cover 100% of the training fees for your Apprentice(s).

You must have your Apprenticeship Service account setup before applying for a levy transfer.
https://www.apprenticeships.gov.uk/employers/create-apprenticeship-service-account#

Levy transfer should be requested at least 8 weeks before the start date to enable time to go through the ICB approval process.

For any apprenticeship enquiries, contact: george.zuerner@nhs.net.

HNY Apprenticeship toolkit - share your views

Shared on behalf of NHSE, HNY ICB

Have you used the work experience or HNY Apprentice Toolkit? Would you be willing to have a quick call to share your experience with it?

As part of the workforce strategy, we’re looking at ways we can support more organisations and departments to offer volunteering opportunities to young people aged 16+. Their enthusiasm and willingness to learn can bring real benefits to the work they support, and good experience can inspire them to take the next steps into work experience, education or employment in health and social care.

We’re keen to develop a toolkit to make it easier, safer and more effective for organisations wanting to offer 16+ youth volunteer opportunities.

We’d love to speak to anyone who has used the work experience or apprentice toolkit about your experience with it – it would just be a quick call with the ICB’s Strategic Volunteer Lead to find out what you did, how the toolkit helped, and any challenges you faced/how these were overcome.

We particularly want to speak with a range of settings, whether hospital based, mental health, social care, primary care etc. – to set up a call, please contact Susanna Glover at susanna.glover@nhs.net.

Shared on behalf of Jason Stamp, Senior Responsible Officer for Workforce and Jayne Adamson, Executive Director of People, Humber and North Yorkshire Health and Care Partnership

Dear Colleagues

Year Three of our Breakthrough HNY Workforce Transformation programme is drawing to a close. Thank you for participating – as a result of your commitment and creativity, we’ve made great progress. In 2025/26 we want to go even further and faster on workforce challenges we all share, building on the significant work we have already achieved together.

We are now developing plans for the next phase of the programme, including our shared priorities for 2025/2026. We are running a survey to understand what people in our workforce think should be included.

In the above short survey, we suggest themes that could feature in the 2025/26 programme, in addition to continuing the build on the progress in our current workstreams.

With your input, our 2025/26 People transformation programme will continue to be focused on what matters to you. Please contribute your views as soon as possible and by 7 February 2025.

If you have any question or need further information, please contact carly.mcintyre1@nhs.net

Best Wishes

NHS England Levy Transfer Service

1.     The Education Investments and Commissioning team in North East and Yorkshire offer a service to facilitate the transfer of funds from levy paying employers to non-levy paying employers to pay for apprenticeship training in primary and community care.

2.

Non-levy paying employers can use these funds to cover 100% of apprenticeship training costs, rather than making a funding reservation via the government website and paying 5% co-investment. Levy contributions made by levy paying organisations expire after two years. By facilitating transfers, we can limit the amount that expires and reinvest that funding back into the North East and Yorkshire NHS system. In the last financial year, NHS England successfully facilitated 526 transfers with a total value of £5.6 Million.

Non-Levy paying employers

If you do not pay the apprenticeship levy but wish to have apprentices fully funded, please complete the online form found here once your apprentice has a course place confirmed.

The levy transfer service will then attempt to source the funding from levy payers in the region, and once confirmed, will support you through every step of the transfer process

Levy paying employers

You can transfer up to 50% of your levy to non-levy paying employers each year. By agreeing to transfer levy funds to another organisation, you are committing to pay for a specific apprenticeship until the apprentice(s) has completed. If you wish to make a funding pledge to support non-levy payers in the region, please email: england.levytransfer.north@nhs.net
