Aim of the PCN Educational Lead

As Primary Care Networks (PCNs) become more established with additional clinical roles it is important to ensure all staff are supported to develop their skills and competencies to meet the needs of primary care. This could improve staff well-being and retention, leading to improved patient outcomes. There is significant variation in the uptake of educational opportunities across West Yorkshire for a variety of reasons. There are opportunities to ensure efficient use of limited resources and identify any gaps in provision by improving communication from those working in primary care with those providing educational support. It is anticipated that an individual working within PCN could offer significant insight into the local workforce development needs which could be communicated at scale via the Training Hub. This would allow sharing of best practice and increase the quality of educational opportunities within primary care.

The PCN Educational Lead will work alongside the WY PCWTH to help raise awareness and improve uptake of educational opportunities within primary care. These may be funded and non-funded opportunities, but will all contribute to improved patient care through workforce development and training. Funded by the WY PCWTH for 1 year, it is anticipated that the value to the PCN will have already been recognised, allowing the role to continue, also partially funded from the PCN’s Development monies. The programme will also seek to identify potential opportunities to increase capacity for learner placements across the PCN, including undergraduate students and GP training.

PCN Commitment

  • Appointment of an appropriate Educational Lead. (Note: This can be flexible, to allow an existing member of the PCN clinical team to take this on as a portfolio role.)
  • Attend an initial phase 2 meeting with WY PCWTH and then PCWTH Engagement meetings at 6-month and 12-month and adhoc via phone/email as needed
  • Commitment to aim to use the following to increase the number of educational supervisors, assessors, DPPs (Designated Prescribing Practitioners) and therefore placements across the PCN.
    • Sign up to Indirect Student Nurse Assessor Placement Pilot (iSNAPP)
    • Work with the Training Hub and the Primary Care Educators to set up a half day training session for Supervision Training e.g. PCN Practice Learning Time
    • Work with the Training Hub on innovative placements at scale – e.g. Digital & Student Supported Services
  • Commitment to ensure each ARRS GP has an “umbrella person” in the PCN for support, ensuring they get their CPD time etc. (Note: This does NOT have to be the PEL.)
  • Speak to WY PCWTH team re ARRS GPs accessing monthly Fellowship education sessions free of charge to help with their mandated weekly CPD requirement and build their Community of Practice.
  • Linking with Place Primary Care Leads to give ideas for events e.g. TARGET when requested
  • Plan in the final 6 months for how the role could continue in your PCN with or without external funding (currently no guarantee of future funding)
  • Continue to ensure national/local funding offers are claimed and utilised across the PCN
  • Continue progression with an Annual Educational Plan. (Note: Part of Phase 1. This will feed into the PCN Development Matrix.)
  • Continue to promote all training offered by WY PCWTH
  • Continue engagement with The Primary Care Directorate and its Faculty for Wider Workforce team as needed, supported by the WY PCWTH.
  • Production of invoices as agreed in line with milestones.

WY PCWTH Commitment

  • Coordination of initial Phase 2 meeting and then formal 6-month and 12-month meetings, followed up with Action Logs to record progress and development.
  • Enrolment of all eligible ARRS GPs to the monthly Fellowship education sessions.
  • Provide a template to record PCN progress against KPIs, with support to complete at the 6-month and 12-month meetings.
  • Support with information about increasing the number of educational supervisors, assessors, DPPs (Designated Prescribing Practitioners) and therefore placements across the PCN.
  • Regular correspondence regarding educational and funding opportunities throughout the year.
  • Advice and support upon request with all elements of workforce insight and planning.
  • Regular contact with PCN Educational Lead re placement opportunities and capacity planning.

Educational Outcomes

We expect that data will continue to be collated by the PCN and the Educational Lead to enable future planning including but not limited to:

  • Career intentions and workforce planning
  • Uptake of training/schemes/roles offered by the WY PCWTH
  • Uptake of Fellowships by eligible clinicians
  • Information on Fellowship portfolio projects across the PCN
  • Development of PCN Annual Educational Plan
  • Evidence of increased placement capacity
  • Evidence of barriers faced within the PCN regarding placement capacity
